The International Recovery Platform Herald (IRP Herald) is the periodic newsletter of the International Recovery Platform. The IRP Herald reports on IRP activities and serves as the knowledge report for the annual International Recovery Forum, as well as recovery-related content from other major conferences.

IRP Herald Volume 40 is the knowledge report for the High-Level Policy Dialogue on Resilient Recovery - A Special Forum of the International Recovery Platform.

The High-Level Policy Dialogue on Resilient Recovery convened in Kobe, Japan from September 18-20, 2025, marking a pivotal moment in translating global commitments into concrete national action. 
The Dialogue centered on implementing the Priority Actions to Enhance Readiness for Resilient Recovery, launched at the World Resilient Recovery Conference (WRRC) in June 2025. Coinciding with the 20th anniversary of the IRP and held during Hyogo Prefecture's Creative Reconstruction Week, the event took place in a region that has itself demonstrated the transformative power of resilient recovery following the Great Hanshin-Awaji Earthquake.
