Mission

Japan Women's Network for Disaster Risk Reduction is a network of women's organizations and individuals in Japan. It was organized after the 2011 March 11th earthquake, tsunami and nuclear disaster in Japan by women concerned about the lack of gender sensitivity and the discrimination towards women shown in decision-making after the disaster.

The Network's mission is to advocate for the establishment and implementation of gender sensitive disaster management laws and reconstruction laws, so that gender equality is brought into all organizations and activities for reconstruction. It was successful in writing gender equality into laws related to reconstruction after the March 2011 disaster. It is now working on monitoring implementation.

Women as a force for change: four years of activism
This report is an account of four years of grassroots activism, from the aftermath of Japan’s 3/11 earthquake and tsunami to the Third World Conference on Disaster Risk Reduction (DRR), held in March, 2015 in Sendai, a city severely damaged by 3/11. The report documents the efforts of activists from their initial direct help for the victims of 3/11, including addressing the acute and unnecessary suffering of women in the evacuation centers, to later focus on planning and reconstruction policy reform at all levels of government in Japan.
