ADB's emergency and rehabilitation assistance on flood affected areas: learning lessons
This synthesis provides key lessons drawn from evaluations and completion reports of the Asian Development Bank (ADB)-supported emergency response and rehabilitation efforts in developing member countries affected by natural disasters, particularly floods. It provides highlights of lessons in: (i) innovations in disaster risk reduction and mitigation; (ii) responsiveness of financial management; (iii) optimisation of results through prioritization, selectivity, and targeting; (iv) leadership and coordination; (v) stakeholder participation and consultation; and (vi) collaboration and partnerships. It also reiterates ADB's continuing assessment of the appropriateness and applicability of disaster responses and mitigating measures.
