California’s emergency preparedness efforts for culturally diverse communities: status, challenges and directions for the future

This report presents the findings from a statewide assessment of emergency preparedness programs and initiatives for racially and ethnically diverse communities in California. By using a multi-faceted research methodology, the report charts the current status of programs; persisting individual and organizational barriers and challenges to meeting the needs of diverse populations; promising practices particularly for engaging communities, building trust, fostering collaboration, and informing the development of culturally competent services; and program, policy and funding recommendations for future work.
