CDBG-DR Action plan for the remnants of Hurricane Ida

Source
City of New York

The Hurricane Ida CDBG-DR Action Plan Amendment 1 updates New York City’s strategy for allocating over $310 million in federal funding to address the damage caused by the storm. It focuses on rebuilding and mitigating risks in areas hardest hit, with a particular emphasis on vulnerable populations and under-resourced communities. The plan revises prior assessments of unmet needs, expanding funding for housing repairs, infrastructure upgrades, economic revitalization, and stormwater management. It also proposes new initiatives to improve disaster resilience, such as retrofitting buildings and expanding green and grey infrastructure.

Highlights include funding for restoring damaged public housing developments, providing financial counseling and flood insurance assistance, and improving outreach to at-risk residents, including those with limited English proficiency. The plan prioritizes equity, ensuring that at least 70% of the funds benefit low- and moderate-income populations. Additionally, it addresses gaps in disaster readiness uncovered by Hurricane Ida, aiming to strengthen preparedness for future extreme weather events.

By aligning with federal guidelines and incorporating input from local stakeholders, the plan lays out a structured approach to recovery that balances immediate needs with long-term resilience goals. Key activities include repairing damaged residential properties, enhancing flood mitigation systems, and increasing public awareness about flood risks to reduce the impact of future disasters.
