Community-level assistance for risk reduction management (CARRM): before, during, after the storm

This strategy paper continues IOM’s planned strategies for disasters risk reduction and management (DRRM) for the year 2015 and onwards. Following the two most destructive typhoons in Philippines' history - Bopha (locally known as Pablo) in December 2012 and Haiyan (locally known as Yolanda) in November 2013 - which affected together over 20 million people and displaced 5 million, as well as the October 2013, and the October 2013 7.2 magnitude earthquake, which affected over 1 million people in the Province of Bohol, the strategy gathers best practices that can lead towards zero casualties from natural disasters from other places and support IOM's partners to adapt them to the context in the Philippines.

Based on IOM's global expertise as well as experience gained through daily engagement with the displaced and other affected populations, it intends to support people and communities of the Philippines in the three stages of the disaster and risk management cycle: response, recovery and preparedness. The document is aligned to the Philippines' Department of Social Welfare and Development (DSWD) priorities on preparedness.
