This document presents the National Red Cross and Red Crescent Societies plan for 2008-2009 to respond to the effects of disasters on a daily basis, in countries where the public infrastructures are weak or non-existent.
Under their humanitarian mandate, they address the following issues:
- Disaster Mitigation, Disaster Response and Recovery are all undergoing substantial strengthening;
- Heath and Care and Water and Sanitation are a key component of Disaster Management to create greater community resilience, respond to needs and support recovery efforts;
- Advocacy, Human Resource Management, Information Technology and Telecommunications and Security also all combine to provide the enabling context for the primary activities in Disaster Management.
