Armenia Disaster Recovery Framework and Post Disaster Needs Assessment Education Manual
The post-disaster situaton is complex and challenging with the immediate priority to rapidly assess humanitarian needs and provide life-saving relief to afected individuals and communites. It necessitates evaluatng the damages and losses caused by the disaster and formulatng a comprehensive recovery plan that fosters sustainable development and explicitly incorporates disaster risk reducton.
Armenia faces major natural hazard risk from earthquakes, foods, and landslides, with additonal risk from hail and drought. More than 80% of Armenians are at risk of exposure to catastrophic events. Located on the high actvity Alps-Himalaya seismic zone, all territory of Armenia has historically been prone to earthquakes, including the devastatng 1988 Spitak earthquake that killed over 25,000 people. These events have the potental to cause signifcant damage, and every 250 year earthquake could afect 73% of the country's GDP.
It encompasses the most important spheres for Armenia mainly addressing the spheres of the housing sector and community infrastructures. It is designed to assist in preparing practitioners, government officials, and other stakeholders involved in the PDNA process by offering a structured framework and practical tools to facilitate the assessments. Consultants' reports describe activities by a consultant or group of consultants related to preparing a technical assistance project.
