This document delves into the critical role of decentralization in the restoration of basic services and economic recovery in the country, particularly in the context of the protracted crisis that has significantly impacted local governance structures. It underscores the necessity of creating an enabling framework for economic recovery while promoting peacebuilding and social cohesion to counter illicit economies and informal mechanisms that hinder progress.

In light of the complex challenges faced by local authorities in Syria, it calls for a progressive policy dialogue that sets clear reform orientations to advance interventions in subsequent phases of the recovery ladder. It underscores the need for different stakeholders to collaborate and outline conditions that pave the way for significant steps towards more advanced interventions, ultimately contributing to the resilience and sustainability of local governance systems in the country. By advocating for a comprehensive approach that integrates governance reforms with economic recovery efforts, the paper provides a roadmap for stakeholders to navigate the intricate landscape of decentralization and local governance in Syria.
