Disaster recovery in conflict contexts: Thematic case study for the disaster recovery framework guide

This document focuses on how recovery frameworks must be informed within a disaster-conflict nexus. How well conflict sensitivity is incorporated in a recovery frameowork, depends on how it achieves these criteria:

  • Avoid, to as great an extent as possible, having a negative impact.
  • Maximize the positive impact on conflict dynamics through strengthening conflict prevention, structural stability, and peace building.

The publication includes recommendations (p. 22) and practical considerations (p. 24) for implementation of a disaster recovery framework in a conflict context. The recommendations address the following themes:

  • policy framework and vision;
  • institutional framework;
  • recovery financing;
  • implementation management and monitoring.
