Planning a Sustainable Post-Pandemic Recovery in Latin America and the Caribbean

Latin America and the Caribbean are grappling with the complexities of post-pandemic recovery, facing the daunting task of balancing immediate crisis response with long-term fiscal resilience. The region's challenges include high pre-pandemic debt levels, limited fiscal space, and the risk of losing two decades of progress in poverty reduction and inequality. Furthermore, the focus on addressing the current crisis may delay crucial efforts in climate change mitigation and Sustainable Development Goals.

To navigate these challenges, governments in Latin America and the Caribbean are urged to design recovery packages that prioritize sustainable outcomes, incorporating structural goals to "build back better." This includes promoting a greener, nature-based recovery that accounts for climate change and ensures the preservation of agricultural and forest resources. The region must also accelerate progress in reducing poverty and inequality, aiming not only to maintain positive trends but to enhance social progress in the post-pandemic era.

In the pursuit of a sustainable recovery, governments are encouraged to explore innovative financing mechanisms, such as expanded public-private partnerships and blended finance structures, to leverage private investment in job-creating initiatives. Additionally, the issuance of SDG-linked sovereign debt and Special Drawing Rights with SDG conditionality could provide much-needed liquidity at a low cost. By striking a balance between short-term interventions and long-term sustainability goals, Latin America and the Caribbean can chart a path towards a resilient and inclusive post-pandemic future.
