The Syrian Conflict: Physical Damage and Reconstruction Assessment (2011-2024)

This report presents the results of a rapid damage and reconstruction assessment, conducted by the World Bank, related to the impacts of the 2011–24 conflict in Syria.

This assessment is intended to provide an estimate of the overall scale of damage and reconstruction cost due to the conflict and to inform discussions on recovery and reconstruction plans in Syria. The report presents findings across three main asset categories: 

  • Infrastructure, which refers to the fundamental facilities and systems serving a country, city, or other areas, including roads, railways, power supply networks, ports and marine facilities, water supply networks, and telecommunications and information and communication technology (ICT) sectors; 
  • Residential buildings, which includes all types of housing structures, including informal housing; 
  • Non-residential buildings, which encompasses commercial and public buildings (education, health, and government buildings) that are not used for housing.
