Engineering and construction disaster resource partnership: a new private-public partnership model for disaster response

This report elaborates a new framework for the engagement of the Engineering & Construction industry sector during the phases of relief, recovery and prevention as a result of 'natural disasters'. It builds upon the incidence of disasters on the rise as a result of climate change, and the changing attitudes of the international humanitarian community such as those outlined in the new disaster risk reduction partnership opportunities in the 2005 Hyogo Framework for Action, to call for coordinated private sector engagement. It proposes an Engineering & Construction Disaster Resource Partnership (E&C DRP) at the global level to establish and maintain partnerships with key government and humanitarian organizations, and to facilitate learning and knowledge sharing; and at the local level to facilitate a coordinated response in times of natural disaster.
