Humanitarian assistance: towards building a regional mechanism

This paper from the Argentine Republic calls for a regional articulation to face emergency and disaster, responding to the needs of many countries in the region, subregional bodies and multilateral agencies and bodies.

It suggests moving forward in the appointment of a Working Group who will review the existent rules, protocols, working guidelines, and mechanisms, and submit a proposal to the Hemisphere by the end of 2010. It calls upon the Member States to participate actively in evaluating how the Working Group should be made up, and to analyze what the working method and meeting schedule should be, and what national, regional and subregional standards and experiences should be included in the mechanism that we design.
