Retrospective assessment of progress in disaster risk governance against the HFA

This report aims to provide a thematic review on risk governance in Africa as a contribution to the 2015 Global Assessment Report on Disaster Risk Reduction (GAR 2015). It identifies achievements, good practices, gaps and challenges against selected Hyogo Framework for Action (HFA) indicators (in particular Priority 1 and 5) with a focus on disaster recovery. A number of selected countries (Burundi, Kenya, Mozambique, Nigeria, Swaziland and South Africa) were assessed using a desktop study methodology. The study aims to identify opportunities for disaster risk governance beyond 2015.
