Jersey City is a dense, mid-sized city located directly across the Hudson River from lower Manhattan in New York City.It spans approximately 14.79 square miles and is New Jersey’s second most populous city.The city was significantly impacted by Hurricane Sandy, with floodwaters inundating its 30.7 miles of waterfront along rivers and bays.Jersey City has a diverse population, including many foreign-born residents and recent immigrants.It serves as a gateway to America and hosts a waterfront regional employment center known as “Wall Street West.”

The report proposes a strategic action plan to enhance resilience, including emergency response, housing and infrastructure, community engagement, economic development, environmental protection and transportation and mobility. Collaboration among stakeholders, including government agencies, community organizations, and residents, is essential, and preparedness efforts should focus on both short-term recovery and long-term resilience.
