This book shares the findings not only of 18-month study of Concepcion but also two-month research on the situation in Central Luzon. The book focuses on the experience of Concepcion set against the backdrop of the lingering Mt. Pinatubo disaster in Region III to highlight opportunities and problems which may also exist in other municipalities similarly afflicted.
