Emergencies and Elimination of Consequences of Natural Disasters

Mission

EMERCOM was set up in 1994. Its task was to ensure prompt and effective actions when emergencies arise. In 1995, two federal laws were enforced “On Protection of Population and Territories from Natural and Man-Made Emergencies” and “On Emergency and Rescue Services and Status of Rescuers”. They laid down the foundation of the government policy, administrative and legal norms in the realm of population protection and rescuers.

Disaster Reduction Goal

EMERCOM has always paid serious attention to diminishing risks of emergencies and minimizing their consequences. An Emergencies Forecast And Monitoring System had been set up to foresee and prevent disasters wherever and whenever possible. EMERCOM is also in the process of creating a register of potentially hazardous underwater objects (over 20 thousand estimated) on Russian Federation territory.  EMERCOM is now activating its work in order to establish the International Agency for emergencies – a so-called “International EMERCOM”.

Voluntary Commitments

The organization has no registered commitments.

The Sendai Framework Voluntary Commitments (SFVC) online platform allows stakeholders to inform the public about their work on DRR. The SFVC online platform is a useful toolto know who is doing what and where for the implementation of the Sendai Framework, which could foster potential collaboration among stakeholders. All stakeholders (private sector, civil society organizations, academia, media, local governments, etc.) working on DRR can submit their commitments and report on their progress and deliverables.
