Winneshiek County - Countywide Comprehensive Emergency Plan Recovery Framework
The primary role of government is to provide for the welfare of its citizens; and the welfare and safety of Winneshiek County citizens is threatened during disasters and emergencies, especially those that exceed the capacity of any one department or jurisdiction. The mission of the Winneshiek County Emergency Management Agency is to promote whole community preparedness through a collaborative, comprehensive effort to prepare, mitigate, respond, and recover from all hazards.
The Disaster Recovery Framework of the Winneshiek County Comprehensive Emergency Plan (CCEP) provides a comprehensive framework for disaster recovery. It addresses the roles and responsibilities of government organizations and provides a link to government and private organizations and resources that may be activated to address disasters in Winneshiek County. The Winneshiek County Emergency Management Agency Recovery Plan ensures consistency with current policy guidance and describes the interrelationship with other levels of government.
The plan will continue to evolve, responding to lessons learned from actual disaster and emergency experiences, ongoing planning efforts, training and exercise activities, and Federal guidance. Therefore, in recognition of the emergency management responsibilities of government and with the authority vested by Iowa Code 29C and action of the Winneshiek County Emergency Management Commission, the Winneshiek County Emergency Management Recovery Plan is hereby promulgated and in force.
