The Reconstruction Agency - the 'Control Tower'

The Reconstruction Agency, established in February 2012, is the principal agency of the Government of Japan tasked with the reconstruction process following the Great East Japan Earthquake on March 11, 2011, which precipitated the triple disaster of the earthquake, tsunami and nuclear accident.  

The Agency‘s main role is to accelerate structural reconstruction and revitalization in the affected areas in the Tohoku region by supporting the implementation of government policies and managing coordination of reconstruction strategy and initiatives between various branches of government at the national level and with local municipalities. The Agency, headed by the Minister for Reconstruction, acts as the ‘Control Tower’ for all reconstruction efforts, including coordination of reconstruction activities and cooperation with local governments.

  The agency was established directly under the Cabinet to centrally administer reconstruction activities, which were expected to take place over no more than 10 years. Based on the new Basic Guidelines for Reconstruction in Response to the Great East Japan Earthquake after the “Reconstruction and Revitalization Period,” which were released as per the Cabinet Decision on December 20, 2019, the Agency decided to continue to be active for another ten years (until FY 2030).

The Sendai Framework Voluntary Commitments (SFVC) online platform allows stakeholders to inform the public about their work on DRR. The SFVC online platform is a useful toolto know who is doing what and where for the implementation of the Sendai Framework, which could foster potential collaboration among stakeholders. All stakeholders (private sector, civil society organizations, academia, media, local governments, etc.) working on DRR can submit their commitments and report on their progress and deliverables.
