2023 Maui County Wildfires Initial Recovery Needs Assessment

Following the devastating wildfires that destroyed over 2,000 structures on Maui in August 2023, a comprehensive Recovery Needs Assessment has been conducted through the collaborative efforts of county, state, and federal partners. This assessment lays the foundation for critical recovery initiatives required for the community's long-term resurgence.

The assessment adheres to the framework of the six Recovery Support Functions (RSFs) established by the National Disaster Recovery Framework (NDRF), each playing a pivotal role in the recovery process:
1. Community Planning: Engaging with the community to create a roadmap for holistic recovery and future resilience.
2. Natural and Cultural Resources: Safeguarding, restoring, and promoting the unique environmental and cultural assets of the island of Maui.
3. Health and Social Services: Ensuring that the health, well-being, and social fabric of the community remain intact and robust.
4. Housing: Addressing the urgent need for housing solutions and ensuring safe, affordable, and resilient housing for all.
5. Infrastructure Systems: Reinforcing and enhancing the core infrastructure to support community recovery, mitigation efforts, and future growth.
6. Economic: Jumpstarting economic recovery, ensuring livelihoods, and promoting sustainable economic growth.
