Committee for policy planning on disaster management: toward the reconstruction for sound and unwavering Japan

This final report provides the direction of Japan’s disaster management for the future based on the lessons learned from the Great East Japan Earthquake to fulfill the promises in the future. Since the disaster, the government has been establishing many opportunities for discussion in order to (a) verify the response to the Great East Japan Earthquake; (b) organize the lessons learned; and (c) develop the direction of the countermeasures against future disasters for enhancement and strengthening of them. The report is the compilation of ideas and concrete measures for future disaster management with a strong awareness that it is our generation’s duty to provide answers to the lessons and challenges generated by the Great East Japan Earthquake for next generations.
The report: (i) focuses on the basic attitude towards disaster countermeasures based on the Great East Japan Earthquake to construct a disaster resilient society; (ii) discusses the basic principles of disaster management policy based on the first point; (iii) picks up on future priority issues based on these basic attitude and principles like healthcare activities, information collection and communication; and (iv) indicates guidelines of disaster countermeasures for enhancement in the future.
