This report examines how the Queensland Disaster Management System prepared for, responded to and provided early relief and recovery to those impacted by Cyclone Debbie, which affected much of the state in Australia in early 2017. It aims to identify good practice that can be shared with others within the disaster management sector and includes 18 recommendations, while actively looking at ways to improve outcomes for the community.

As part of the review, 1200 impacted residents were surveyed and 80 stakeholder groups were engaged from areas directly impacted by the cyclone, the sudden onset flood events in the south east of the state and the slow onset flood that impacted the Rockhampton area and surrounds.
