Integrated Approach to Disaster Recovery: A toolkit on Cross-cutting Issues - Lessons from the Tsunami Recovery Unit

This publication guides the integration of cross-cutting issues into disaster recovery efforts. Developed from the experiences of the Tsunami Recovery Unit in Sri Lanka, the toolkit addresses the challenges and innovations encountered during the recovery process following the devastating 2004 tsunami. The toolkit emphasizes the importance of addressing gender, human rights, environmental protection, and conflict sensitivity, areas often overlooked due to urgent recovery demands.

The toolkit notes that it is possible to incorporate cross-cutting themes into recovery projects even after the initial planning stages, in order to produce more effective outcomes. The toolkit  underscores the necessity for ongoing capacity development in integrating these cross-cutting issues to enhance overall recovery effectiveness and sustainability.

The document is designed to assist UNDP teams and other recovery stakeholders in both planning and implementation phases.
