The National Disaster Recovery Needs Assessment Guidelines provide a nationally compatible framework to guide the design and implementation of disaster recovery needs assessments across Australia. Developed to support consistent and community-focused recovery planning, the guidelines clarify the distinction between disaster impact assessments, consequence assessments, and recovery needs assessments.

The document outlines three main types of recovery needs assessments: Rapid Needs Assessment (RNA), Detailed Needs Assessment (DNA), and Continual Needs Assessment (CNA). It emphasizes that recovery is an evolving process and that needs may change over time, especially in the context of compounding or cascading disasters. The guidelines promote structured data collection, stakeholder engagement, and evidence-based decision-making to ensure recovery programs are aligned with real community needs.

A strong focus is placed on community-led recovery, empowerment, capacity building, and multi-layered support systems.
