The Reconstruction of Earthquake Damaged Rural Houses (REDRH) operational guidelines were established to address the extensive damage caused by the 2011 earthquake in Sikkim, which destroyed over 12,500 rural homes. The guidelines aim to implement earthquake-resistant construction techniques to enhance preparedness for future disasters and reduce public spending on housing. They outline a structured approach to damage assessment, beneficiary prioritization, and a detailed construction process to ensure effective reconstruction efforts.

The program faces several challenges, including social, physical, and economic factors. Socially, it must prioritize 7,972 households for reconstruction while ensuring transparency, leaving 4,576 households without coverage. Physically, constructing homes in the difficult mountainous terrain presents significant hurdles. Economically, the project operates under a unit cost of ₹4.89 lakh per house based on outdated estimates, necessitating careful management of resources to maintain quality and budget adherence.

The guidelines specify that reconstructed houses will feature reinforced concrete frames with a minimum plinth area of 605 square feet. Special provisions allow for modifications in remote areas while maintaining essential safety standards. The implementation will involve training programs for administrative and technical personnel to ensure effective execution of the reconstruction process. Overall, these guidelines represent a proactive strategy aimed at rebuilding rural housing in Sikkim while enhancing resilience against future seismic events.
