This report assesses the scale of damage of the 2016 floods in Vietnam and lays the groundwork for effective recovery and reconstruction efforts in the five priority provinces of Ha Tinh, Quang Ngai, Binh Dinh, Phu Yen and Ninh Thuan.

The report begins with an overview of existing disaster vulnerabilities, the flooding events of 2016 and the Government's response. It then outlines the rapid damage and needs assessment methodology and describes the impact of the 2016 floods on housing, infrastructure, the agricultural sector, populations and livelihoods. Following an assessment of recovery and reconstruction needs, the report concludes with recommendations for next steps, including for risk information sharing, disaster risk management financing, and strengthening risk governance.
