The Yarrabah Local Disaster Management Plan establishes the framework for disaster management within the Yarrabah Aboriginal Shire under the Queensland Disaster Management Act 2003. It defines roles, responsibilities, and coordination arrangements between local, district, and state authorities to ensure effective prevention, preparedness, response, and recovery. The plan aligns with the Queensland Disaster Management Strategic Policy Framework and applies an “all hazards, all agencies” approach .

The document identifies and assesses hazards that may significantly disrupt the community. These include flooding, bushfire, structural and industrial fires, hazardous materials incidents, epidemics and pandemics (such as COVID-19), landslides, tsunami, heatwaves, and transportation incidents. A formal risk assessment process based on ISO 31000 standards was applied to evaluate likelihood and potential impacts on people, infrastructure, environment, and the local economy.

The plan also details the structure and membership of the Yarrabah Local Disaster Management Group (LDMG), including representatives from council, emergency services, health, and community organizations. It emphasizes collaboration, governance, infrastructure resilience, community safety, and sustainable recovery. The overall objective is to strengthen local resilience and ensure coordinated multi-agency action during disasters.
