Future of monitoring and evaluation in humanitarian sector: possible list for discussion

This document lists five areas to support the system wide discussion around the future of monitoring and evaluation (M&E) in the humanitarian sector, including disaster risk reduction and climate change. The five areas highlighted are: (i) M&E of social vulnerability will become both, an achievement as well as a challenge; (ii) the critical role of social infrastructure after disasters is better understood and also remains a challenge; (iii) differences and commonality of urban and rural humanitarian action; (iv) M&E of life cycle of vulnerability and recovery; and (v) M&E of psychosocial issues.

The document argues that at global level, as the Hyogo Framework for Action (HFA) moves on and the Millennium Development Goals (MDG) are being reviewed, better convergence of MDG targets and HFA indicators is desirable in ongoing and future M&E frameworks that are being developed by donors and the UN system. The list is informed by ongoing work of All India Disaster Mitigation Institute (AIDMI) in and around India. The list is offered as a contribution to the ALNAP Evaluation Capacity. The issues are coming from the ground, in Asia, and from ongoing projects and initiatives in the region.
