Source
United Nations High Commissioner for Refugees (UNHCR)

This action plan gives an overview of the situation at the national, international and bilateral levels, few days after the category 5 Typhoon Haiyan (locally known as Yolanda) made a direct hit on the Philippines, devastating areas in 36 provinces. It provides a list of the emerging needs and introduces a six-month plan with priority actions which includes risk reduction and rehabilitation activities, such as re-establishing livelihoods and self-reliance, with geographical scope and funding requirements.

It then analyses the impact of the crisis and provides some cluster narratives regarding: early recovery, water, sanitation and hygiene, education, agriculture and food security, health, livelihoods, communications with communities, among others. It includes the strengthening of local school community disaster risk reduction and management system among the urgent priorities. Prepared by the Humanitarian Country Team, the document also includes a list of the planned projects, agency overviews and contacts.
