Reconstructing Ukraine Creating a Freer, More Prosperous, and Secure Future

The reconstruction of Ukraine after the Russian invasion is poised to be a historic rebuilding effort that requires strategic planning and a strong focus on security. The report suggests that Ukraine should prioritize its needs while the United States leads security initiatives and the European Union focuses on economic recovery. A senior US coordinator with oversight powers and an on-the-ground presence in Kyiv is essential for effective organization.

Immediate reconstruction tasks include de-mining, rubble clearance, and providing shelter and medical care. The report emphasizes the importance of aid conditionality and the potential for EU membership as incentives for reform, while financing should come from international aid, private investments, and possibly frozen Russian assets. Addressing local priorities and facilitating the return of displaced persons are also crucial.

To ensure the success of reconstruction, sustained public support in the US is vital. The report calls for a bipartisan effort to foster understanding and support for Ukraine's rebuilding among Americans. It outlines priority actions for the US, including exploring security alternatives for Ukraine and developing a bipartisan strategy to maintain public backing, framing the reconstruction as a significant achievement for European stability and prosperity.
