The Action Plan details how the state intends to utilize the CDBG-DR funding to address unmet needs resulting from Hurricane Sandy, and outlines the proposed projects, programs, and activities aimed at rebuilding and enhancing community resilience. 

This document will describe: 
1. The effects of Hurricane Sandy, and the State and Federal response to date;
2. Rhode Island’s strategy for Disaster Recovery;
3. Eligible affected areas and applicants;
4. The methodology to be used to distribute funds to those areas and applicants;
5. Activities for which funding may be used; 
6. Grant administration standards; 
7. The citizen participation process used to develop the Action Plan
