The purpose of this Planning Guide is to provide the information and instruction needed for jurisdictionsto adapt the Local Disaster Recovery Plan Template to achieve their community’s recovery goals and priorities. Planners can follow the instructions listed in the below sections to build out a comprehensive and individualized Local Disaster Recovery Plan.
Recovery is a complex and challenging process that requires support from community stakeholders, including non-governmental organizations (NGO), private sector partners, faith-based organizations,
advocacy groups, and new organizations that may be formed after a disaster. As such, it is strongly recommended that a wide group of stakeholders is involved in the development of this plan to build
collective capacity and knowledge of the recovery process. Involving these stakeholders will enhance the planning process and ultimately support the integration of the wider community into future post-disaster operations.
In this document, jurisdictions will find information regarding the planning process, as well as guidance on developing the key sections of their Local Disaster Recovery Plan.
