Post-disaster field surveys on the Hualien and Noto Peninsula earthquakes

This document summarizes the joint post-disaster field surveys conducted by the National Research Institute for Earth Science and Disaster Resilience (NIED) Japan and National Science and Technology Center for Disaster Reduction (NCDR) Taiwan in response to the 2024 Hualien (Taiwan) and Noto Peninsula (Japan) earthquakes. The collaboration aimed to assess damage, recovery progress, and challenges in disaster risk reduction. Through field visits and workshops, both institutions exchanged insights on technological applications such as real-time monitoring, GIS, and IoT in early warning and disaster recovery. 

The surveys highlighted shared issues including aging populations, secondary disasters (e.g., landslides and typhoon flooding), and the complexity of rehabilitation and recovery. Community engagement, historical ties, and commitment to "Build Back Better" were emphasized as critical components for further strengthening resilience. A key takeaway was the importance of international cooperation in database development, modeling, and sharing of lessons from disaster response. The report serves as both a record of mutual learning and a roadmap for future joint efforts in disaster response, preparedness and recovery.
