The recovery readiness framework and assessment tool provides governments with a practical approach to assess their readiness across four domains. Its aim is to support countries in identifying gaps and prioritizing improvements before disasters strike. It organizes recovery readiness into 4 Domains, 12 Areas of Measurement, and 65 Key Performance Indicators.

The Recovery Readiness Framework and its assessment tool would support countries to:

  • Identify gaps before a disaster - Assess current readiness across governance, finance, capacity, and data systems to pinpoint specific weaknesses that need strengthening
  • Create actionable improvement plans - Transform assessment results into prioritized actions with clear next steps for enhancing recovery preparedness
  • Strengthen coordination mechanisms - Bring together key stakeholders (disaster management, finance, infrastructure, local government) to align roles and responsibilities for recovery
  • Access better financing - Improve eligibility for climate funds (like the Fund for Responding to Loss and Damage) and pre-arranged financing by demonstrating systematic recovery preparedness
  • Build implementation capacity - Develop institutional and human capacity through targeted training, technical assistance, and peer learning facilitated by the International Recovery Platform
  • Monitor progress over time - Track improvements in recovery readiness using standardized indicators, enabling countries to measure advancement and adjust strategies as needed
