NEMA mission is to coordinate resources towards efficient and effective disaster prevention, preparedness, mitigation and response in Nigeria. It acts in the following areas: Coordination, Disaster Risk Reduction, search and rescue; policy and strategy; Geographic Information System, Advocacy, education, administration, finance and logistics;
relief and rehabilitation; planning, research and forecasting•
1. The development of policy documents and guidelines such as the National Disaster Management Framework (NDMF) which guides the Agency and its stakeholders on effective disaster management. Other policy documents are: National Disaster Response Plan (NDRP); Search and Rescue and Epidemic Evacuation Plan for Nigeria; Draft Guideline and Procedures for the use of Military Assets & Personnel during emergencies; National Disaster Management Framework (NDMF); National Contingency Plan for Nigeria; National Contingency Plan on Infrastructural Resuscitation; National Nuclear and Radiological Emergency Plan; Lake Nyos Disaster Response Manual; Multi-Disciplinary Epidemic Early Warning System, Climate change policy and strategy, Poverty reduction strategy papers and National Action Plan for Disaster Risk Reduction.
2. Federal Government allocated 1% of the GDP and 20% of Ecological Fund is allocated to Disaster Management while others are utilized by the Federal Ministries such Environment, Health and others that contribute to disaster risk reduction and mitigation, as well as States and local governments in Nigeria.
3. The NEMA Act mandated all States to establish State Emergency Management Agencies while Local governments are to establish Local Emergency Management Committees.
4. NEMA is also promoting decentralization of DRR activities at all levels.
5. A national multi sectoral platform for disaster risk reduction was established.
6. The National Platform developed a National Action Plan for DRR which is currently undergoing review. Yet to be validated.
7. DRR unit was created in NEMA and significant units have been established in some MDAs such as ministry of defence, civil defence, FRSC, among others.
8. Establishment of six centres for disaster risk management and development studies in six Nigerian universities.
9. Mainstreaming DRR into National development plans, Sector strategies and plans.
1. Baseline studies for six (6) States in Nigeria were conducted.
2. Conducted Multi-hazard risk assessment- Vulnerability and Capacity Analysis in six states and FCT.
3. Monitor weather and climate related hazards and seasonal Rainfall Prediction (SRP) by Nigeria Meteorological Agency.
4. Space application technology for disaster risk management
Equipment for telemetric measure of sesmic activities and lemnic eruption at Lake Nyos have been installed.
5. Conducted Post Disaster Needs Assessments (PDNA).
Flood early warning systems have been established by the Ministry of Environment.
6. Drought forecast for the Sahel in 2010 informed the decision of the Ministry of Agriculture to expand its capacity for the National Grain Reserve.
7. Early warning systems are in place for all major hazards, with outreach to communities.
8. Participate in regional or sub-regional DRR programmes or projects addressing trans-boundary issues - West Africa Regional Study on Transnational Flood Impacts and Preparedness Mechanisms (2010)
1. Curriculum for Disaster Risk Reduction / Climate Change Adaptation (DRR/CCA) in Primary and Secondary levels of education have been developed.
2. Disaster Risk Reduction has also been mainstreamed into professional programmes, like the Police Training College, Armed Forces Command and College, Nigeria Institute for Policy and Strategic Study, the In-Service Trainings for Civil Servants and National Security, Civil Defence Corps and National Youth Service Corps (a one year compulsory service period for graduates of Universities and Polytechnics.
3. Consultative forum with stakeholders on emerging issues in disaster management;
4. International Day for Disaster Risk Reduction
5. Research methods and tools for multi-risk assessments have been developed and strenghtened.
6. Countrywide public awareness strategy exists to stimulate a culture of disaster resilience, with outreach to urban and rural communities.
7. Establishment of volunteers: The Grassroots Emergency Management Volunteers Corps (GEVC), Executive Volunteers, etc.
8. Production of resource materials in English language for public enlightenment and capacity building of different population groups in Nigeria.
9. NEMA has a web site that is available and social media (facebook, twitter, flicker among others) to all stakeholders.
10. Established Disaster Risk Reduction Clubs in secondary schools
1. Mechanism in place to protect and restore regulatory ecosystem services? (associated with wet lands, mangroves, forests etc.
2. The Federal Ministry of Environment has legislation in place for the protection of Forest Reserves, for the Conduct of Environmental Impact Assessment (EIA) for major development projects.
3. Recovery and rehabilitation: Several communities have received funding for Recovery and Rehabilitation projects.
4. Social development policies and plans are being implemented to reduce the vulnerability of populations most at risk.
5. Investments in retrofitting infrastructures including schools and hospitals
1. Disaster preparedness plans and contingency plans are in place at all administrative levels.
2. Stockpile of relief materials in warehouses at the six zonal offices and the NEMA headquarters.
3. Financial reserves and contingency mechanisms are in place to support effective response and recovery when required.
4. Operations and communication centres were established.
5. Procedures are in place to exchange relevant information during hazard events and disasters, and to undertake post-event reviews.
6. NEMA has registered some relevant NGO's, CSO's, FBO's and CBO's with interest in DRR activities.
7. Strengthening capacity building of stakeholders
8. Sub Regional, Regional and International collaboration (Gambia Government, World Food Programme, UNSPIDER, Bournemouth University, etc);
9. Conducted National Capacity Assessment for Emergency Preparedness and Response (EPR) and Disaster Risk Reduction in collaboration with UNOCHA, United Nations System and other development partners;
10. Strengthening disaster preparedness for effective response at all levels (Simulation exercises, drills, equipments, assessments, etc). Regular training drills and rehearsals are held to test and develop disaster response programmes.
11. Zonal Sensitization Campaign;
12. Conducted Post Disaster Needs Assessment (PDNA) of the 2012 flood disaster in Nigeria.

- Rapid humanitarian response for various human and nature induced emergencies especially the large scale flood disaster of 2012.
- Foreign humanitarian operations in the Gambia, Niger, the Congo, Mali
- The emergency repatriation of stranded Nigerians from Libya, Mali and Gabon.
The Sendai Framework Voluntary Commitments (SFVC) online platform allows stakeholders to inform the public about their work on DRR. The SFVC online platform is a useful toolto know who is doing what and where for the implementation of the Sendai Framework, which could foster potential collaboration among stakeholders. All stakeholders (private sector, civil society organizations, academia, media, local governments, etc.) working on DRR can submit their commitments and report on their progress and deliverables.
