This document provides a review of settlement and housing recovery efforts in Aceh and Nias following the devastating 2004 Indian Ocean Tsunami and subsequent disasters. It aims to be a resource for future evaluations and policy making. The evaluation focuses on two key questions: what the success factors for housing reconstruction in Aceh and Nias were; and what can be learned about the role of government and civil society in order to achieve successful housing recovery in the future.

The recovery process focused on building resilient communities through the involvement of local populations in rebuilding their homes and lives. The document discusses the implementation of a "People's Process" which engaged communities directly, empowering them to play a significant role in their recovery and future planning. The report findings highlighted in the review include the successful construction of thousands of homes across multiple districts, which restored shelter and fostered community spirit and collaboration. The report emphasizes the importance of a holistic approach that integrates housing recovery with broader urban planning and sustainability efforts. It also points out challenges such as coordinating a vast number of NGOs and government agencies, ensuring transparency, and adapting to ongoing changes in community needs. A comparative analysis has been instructive, as the Aceh post-disaster context was complex and likely unique, especially with regard to the free influx of many international organizations with more funding available than could often be spent within a reasonable time frame.
