The PDNA report assesses the cost and impacts of the floods, identifies recovery and reconstruction needs, and recommends measures to improve the region's future resilience to climate change. The report emphasizes the importance of building back better for a green, inclusive, and resilient Bangladesh, and involves stakeholder consultations and the involvement of local communities in the recovery and reconstruction process.

To achieve these goals, the report recommends a programmatic approach to recovery and reconstruction, which includes a focus on coordination, monitoring, and communication among government agencies, bilateral and multilateral partners, and national and international non-governmental organizations. The report also recommends the development of a national strategy for disaster risk reduction and climate change adaptation, the integration of climate change considerations into development planning, and the promotion of green growth and sustainable development.
