Resilient recovery: An imperative for resilient development

This paper reports progress and documents good practices from around the world both towards the integration of Disaster Risk Reduction (DRR) in disaster recovery as well as the crucial role of recovery in promoting and institutionalising longer term DRR in government systems.

The publication offers the following recommendations:

• building greater financial resilience and predictability within government to manage and respond to natural disasters;
• enhancement of national and international recovery preparedness and institutionalisation;
• development of national and international policy standards for informing and guiding disaster recovery strategies;
• formalised strategic and resource commitments towards recovery planning, implementation and performance management;
• maintaining a strategic and institutional continuum between preparedness, recovery and prevention;
• ex-post development of national recovery frameworks can help ensure DRR in recovery;
• ex-ante institutionalisation of recovery to ensure integration of DRR; and
• development of knowledge products and tools;
