As of December 31, 2024, Russia’s invasion of Ukraine has caused severe physical, socioeconomic, and environmental devastation. This fourth Rapid Damage and Needs Assessment (RDNA4), conducted by the World Bank, the Government of Ukraine, the European Commission, and the United Nations, with support from other partners, examines the impact of nearly three years of conflict, estimating damage, economic losses, and the financial needs for recovery and reconstruction over the next decade. It focuses on key sectors such as housing, education, healthcare, energy, and social protection. 

The findings reveal escalating destruction, with damage and losses surpassing previous estimates. Millions remain displaced, infrastructure is severely impacted, and access to essential services is constrained. Urgent recovery strategies are needed to restore stability, integrate international support, and align reconstruction with long-term resilience and development goals.
