Eye of the storm: report of the Governor's commission to rebuild Texas
Source
This report of the commission describes how the state of Texas responded to the disaster, and how Texans began the long road to recovery.
The report is the product of months of effort by the commission and its many partners, based on hundreds of hours of interviews and after-action reports. It provides a detailed account of the storm and offers recommendations for improving response to future disasters.

This report includes the commission’s recommendations about how we can begin this process
