Ecuador: Plan de contingencia por inundaciones Municipio de Babahoyo

The main objective of the Plan is to provide the Municipality of Babahoyo and the cantonal entities with a quick guide for the COE to act in the event of an emergency associated with floods, in such a way that the crisis situation is overcome in the shortest possible time and the prompt transition to the early recovery process and planning of the medium and long-term recovery of the territory is guaranteed.

The specific objectives are: (i) To preserve human life and alleviate in the shortest possible time, in an appropriate and environmentally sustainable manner, the suffering generated to the population by the impact of a probable flood in the City; (ii) To reduce and/or prevent the damage and negative consequences generated to the population in its economic, social and environmental dimensions after the impact of a flood; (iii) To know the vulnerabilities and risk levels of the territory in the face of the threat of floods, as well as the possible negative consequences that could occur; (iv) To identify the resources and institutional capacities and harmonize actions to optimize their use, avoiding their underutilization or detriment; (v) Define the mechanisms for inter-institutional coordination and information flows that allow for appropriate decision-making, establishing responsibilities and functions in order to achieve a timely and effective response; and (vi) Promote adequate collection and systematization of information so that its analysis facilitates the management of emergencies caused by floods and the identification of risk reduction actions.

El objetivo principal del Plan es proporcionar al Municipio de Babahoyo y a las entidades cantonales una guía ágil para la actuación del COE en caso de presentarse una emergencia asociada a inundaciones, de manera tal que se supere en el menor tiempo posible la situación de crisis y se garantice la pronta transición al proceso de recuperación temprana y de planificación de la recuperación de mediano y largo plazo del territorio.

Los objetivos específicos son: (i) Preservar la vida humana y aliviar en el menor tiempo posible, de manera adecuada y ambientalmente sostenible, el sufrimiento generado a la población por el impacto de una probable inundación en la Ciudad; (ii) Reducir y/o prevenir los daños y consecuencias negativas generadas a la población en sus dimensiones económica, social y ambiental tras el impacto de una inundación; (iii) Conocer las vulnerabilidades y los niveles de riesgos del territorio frente a la amenaza por inundaciones, así como las posibles consecuencias negativas que podrían presentarse; (iv) Identificar los recursos y capacidades institucionales y armonizar acciones para optimizar su uso, evitando su subutilización o detrimento; (v) Definir los mecanismos de coordinación interinstitucional y flujos de información que permitan la adecuada toma de decisiones, estableciendo las responsabilidades y funciones de cara a lograr una respuesta oportuna y efectiva; y (vi) Promover una adecuada recopilación y sistematización de la información para que a través de su análisis se facilite el manejo de las emergencias provocadas por inundaciones y la identificación de acciones de reducción del riesgo.
