Vision for Revitalization in Fukushima Prefecture
This document outlines the vision for recovery and revitalization in Fukushima Prefecture after the Great East Japan Earthquake and Tsunami. The vision identifies three concepts and seven measures for revitalization. The basic concepts are the most fundamental way of thinking contained in the main measures. Above all, the prefecture will set pillars of the emergency measure and the nuclear disaster measure respectively because the damage caused by the disaster including the nuclear disaster to the prefecture is so huge, and assumingly the restoration will significantly take long time.

- The Vision for Revitalization consists of three basic concepts and seven major measures.
- The basic concepts are the fundamental philosophical basis adhered to throughout the major measures.
- The major measures address the earthquake, tsunami, nuclear disaster and reputational damage due to harmful rumors. They are split into two groups, “emergency measures” and “responses to the nuclear disaster” as it is assumed that restoration will take a significant amount of time in light of the terrible damage to the prefecture inflicted by the disaster and the nuclear accident.
