Cyclone Gabrielle final recovery report
This report provides a comprehensive overview of Northland's recovery efforts following Cyclone Gabrielle, the most significant emergency the region has faced in a generation and the largest recovery coordinated by Northland Civil Defence Emergency Management (CDEM) in its 25-year history. Titiro Whakamuri, Kōkiri Whakamua, highlights the collaborative efforts over the past 18 months, showcasing the work of Northland CDEM, District Councils, government agencies, non-government organizations, marae, community groups, and the business sector. It captures both the immediate responses to the disaster and ongoing long-term recovery projects, such as infrastructure rebuilding. Recommendations are as follow:
- Complete the MACC by 2026: secure further government and regional support to ensure timely completion of Northland's first stand-alone Emergency Coordination Centre in Whangārei.
- Expand emergency communication: invest in satellite communication technology (e.g., Starlink kits) to ensure continuous connectivity across all emergency sites.
- Develop a regional flood warning system: extend the Northland Flood Intelligence and Early Warning Project beyond the Waitangi catchment to cover more high-risk areas, with funding from the Long-Term Plan (2024-2030).
- Enhance community preparedness: strengthen collaboration between Northland CDEM, councils, and communities to improve disaster response and communication strategies.
- Ensure sustainable funding: secure long-term government and regional funding for resilience projects, including flood mitigation and infrastructure rebuilding.
