This report presents a case study of infrastructure public-private partnership (PPP) projects in Japan under the knowledge development component.

This Disaster Recovery Framework will help guide and coordinate decisions on rebuilding over the next three years till 2021 and inform more detailed recovery programs, plans and projects that will be developed and implemented by the government ministries.

The purpose of this handbook is to provide authoritative guidance to people within government and its agencies, non-government organisations and communities on how to plan for the orderly management of an evacuation before, during and after an emergency or disaster.
