This report argues that the practice of disaster risk management (DRM) is a defining characteristic of resilient societies, and should therefore be integrated – or ‘mainstreamed’ – into all aspects of development.

This document includes a set of 32 notes grouped into six thematic clusters: (i) structural measures; (ii) non-structural measures; (iii) emergency response; (iv) reconstruction planning; (v) hazard and risk information and decision making; and (vi) economics of disaster risk, risk management, and risk financing.

This special section of the annual white paper on gender equality 2012 provides an analysis and proposal under the theme of disaster prevention and reconstruction from a gender equal society perspective.
