The Strategic Planning for Recovery: Director's Guideline for Civil Defence Emergency Management Groups (New Zealand) provides guidance to recovery managers, CDEM Groups and local authorities on strategic planning for recovery from emergencies. The guideline covers topics such as understanding the consequences of hazards and risks, identifying recovery needs, developing a recovery plan, implementing the recovery plan, and monitoring and evaluating the recovery plan.

The guideline embeds lessons from 10 years of recovery experience. It can help communities to plan for recovery in advance and reduce the impacts of disasters.
