Using the 2015 Gorkha Earthquake in Nepal as a case study, this paper explores Nepal’s history of disaster response and the important role that communities have played. In Nepal, community-based organizations (CBOs) are integral actors that support social, economic, and ecological well-being. CBOs enhance social capital (Acharya, 2015), and in Nepal have served as vital institutions in maintaining natural resources, reducing risk and responding to hazards.

This Toolkit aims to serve as a resource to guide aging and disability networks in increasing their ability to plan for and respond to public health emergencies and disasters. For organizations already engaged in emergency planning, this Toolkit can help expand and improve their capabilities.

This review report is aimed to determine gaps, overlaps and successes within the cluster approach and leverage opportunities from lessons learned to enhance Tonga’s ability to respond effectively and minimise impacts in future events.
