This action plan gives an overview of the situation at the national, international and bilateral levels, few days after the category 5 Typhoon Haiyan (locally known as Yolanda) made a direct hit on the Philippines, devastating areas in 36 provinces.

This viewpoint on Typhoon Haiyan aims to capture some of the priorities for aid decision makers as they struggle with the devastation in the Philippines, such as: to rebuild livelihoods and to pay attention to special vulnerable groups.

This book explains key lessons learned from diverse disaster situations and analyzes them within the framework of governance, education, and technology, providing a framework for disaster recovery as a development opportunity. In post-disaster situations
