The aim of this paper is (1) to explain the transition of the residential status (i.e., type of places or houses in which affected households stay) after the disaster event and (2) to reveal the factors affecting the housing decisions.

This case study explores how Japan developed guidelines to plan and implement assessment and retrofitting projects, and established a national subsidy programme, in order to strengthen all high school buildings to resist earthquakes.

This Guidance Note provides action-oriented guidance for government officials and decision-makers with responsibility for post-disaster recovery and reconstruction and will enable the development of disability-inclusive planning and programming.
